Unfortunately if you have it registered as a complete rifle they expect you to turn over all the parts to make a complete rifle. Why not get rid of the possibility of them taking more than just the stripped receiver?
You're free to do whatever you want but there really is absolutely no reason not to change your registration over to receiver only. You can still legally use your rifle and you're free to swap in any upper or barrel you want.
Nothing to lose and everything to gain from my point of view.
Not a difficult argument to make should it ever get to court. If the system could explain how unregulated parts like springs and pins somehow constitute being a "firearm" then I'm all ears. Until they deem all parts with and without a serial number that may or may not be part of a firearm as a firearm unto themselves then they really have no merit to stand on.
Oh, and the easy asnwer is "well I would have a complete rifle for you officer but I just sold all the parts last week. I meant to call the CFC and change the registration but I figured I legally have a month in which to inform the CFC but didn't see the need to rush it."
