The intent was that at the range I don't care what others are doing as in I don't pay attention or round count. It's neither my job nor my desire to monitor the actions of others. If they're safe then they're good to go.

If Im not mistaken, certain individuals can have Prohibited Device Licenses and can lawfully use unpinned mags at the ranges. so not everyone is equal and not assume they are breaking the law.

Yeah I suppose that’s true, probably rare but still something to consider.
And to be clear I think the laws are ridiculous, a criminal would just unpin the mag anyways if they wanted full capacity.
