One of my JW20-s also had a seized take down lever. I guess, $125.00 can't cover quality material and quality control. 
I took the rifle apart and sanded the locking slide and the tip of the plunger with #400 paper. Also, I cut off one coil of the barrel lock spring to lower the tension and oiled the parts well before putting them back together. Now I can move the lock without using a sledge hammer. It's still stiff but much better.
