Do you have or will you have an adjustable cheek rest?
If yes, then higher is better since it will allow you to align to the optic regardless of height.
If you do not have adjustable cheek rest, then you generaly want the lowest the scope rings that the objective lens will allow.
Some people think lower is better for trajectory reasons, but that is pure nonsense. Lower is just more ergonomic if you have a traditional rifle with a low comb and no adjustable cheek rest or butt plate.
The important thing is that the rifle mounts ergonomically to the eye with your cheek on the stock when the rifle is held in your expected shooting position.
If you have both an adjustable cheek and vertically adjustable butt pad, then a higher scope will lower the axis of bore and reduce muzzle jump. In this case a higher scope is actually beneficial.
