Call your CFO. Some of this advice does not represent what a particular province will allow. I realize the Legislation is federal, but unless you want to go to court over it, what your particular CFO is enforcing is what you need to know.
The law says that you must be a target shooter or collector to buy a handgun. A number of provinces are now enforcing proof of target shooting as being a member of a club, and require a copy of your membership on file.
Before the ATT is a question, you need to get the gun registered to you.

So what happens if in a "given year" you can not afford your Club Membership and let it lapse, or your club closes? Someone gonna come confiscate your Handguns? Would you get any compensation for the "siezed" firearms? and if so, how is a "fair" value for them determined?

Do I need a range membership? I do have my RPAL, but i dont have a range membership. I intend to move out of Québec for good in the next 6 months, so paying 500$ for a membership at CRAFM is out of the question.
I just went through this less than 2 months ago, and they would not aprove my transfer untill I faxed them a copy of my membership card. You think they would call to inform me that they needed this?....not a chance.

No of course not...That would be good service, something we have learned not to expect from the CFOs. The whole membership requirement is a crock of crap. Yet another hassle created for not real reason other than to discourage legal firearms ownership by unelected officials of the liberal persuasion.![]()
There was a thread a while ago in how to get around this new requirement- buy a membership from a rural range in your province for cheap. It will give you a membership card to fax and support a range while saving you money overall. I liked the plan. I'll have to find the thread....I believe it was in BC the guy was looking for the cheapest range to join and found one for $50/year....
I wonder what they would say if you sent in a membership card from a range in a different province? The range I belong to costs $45 per year.![]()
