Do I need a range membership? I do have my RPAL, but i dont have a range membership. I intend to move out of Québec for good in the next 6 months, so paying 500$ for a membership at CRAFM is out of the question.
 
You need to be a club member so you can apply for an ATT to transport to the club & back. If you don't intend on shooting until you're settled elsewhere then there is no sense in joining a Quebec club but that's a long time not to shoot your restricted firearms. Remember you must apply for an ATT to transport from your old address to new.
 
The need to belong to a Gun Range is only a factor for your ATT ... if you don't belong to a Club, you don't need an ATT (other than the temp one you require to get the firearm from the seller to your home and again when you move). So yes, you can purchase restricted firearms if you don't currently belong to a club. If they squawk about it, tell them you're undecided on which club to join as you're going to be moving. If they suggest you move, join a club and then purchase your pistol, tell them to get stuffed, you want to buy it now and there is no legal reason for you to be denied.

The law says that you must be a target shooter or collector to buy a handgun. A number of provinces are now enforcing proof of target shooting as being a member of a club, and require a copy of your membership on file.

Before the ATT is a question, you need to get the gun registered to you.

That's been my experience in Ontario as well.
 
So what happens if in a "given year" you can not afford your Club Membership and let it lapse, or your club closes? Someone gonna come confiscate your Handguns? Would you get any compensation for the "siezed" firearms? and if so, how is a "fair" value for them determined?

+1 I was wondering about that too . 350$ a year is a lot for me and i was wondering taking a break from shooting .Would that be possible ? I dont want anyonw knocking at my door and confiscating all my guns!!! I live in Quebec .

The policy is being applied to the initial transfer. Once it's yours, it's yours.

Beyond that in the future, join the CSSA and NFA if you haven't already, and get to know your MP.

I just went through this less than 2 months ago, and they would not aprove my transfer untill I faxed them a copy of my membership card. You think they would call to inform me that they needed this?....not a chance.

No of course not...That would be good service, something we have learned not to expect from the CFOs. The whole membership requirement is a crock of crap. Yet another hassle created for not real reason other than to discourage legal firearms ownership by unelected officials of the liberal persuasion.:rolleyes:

There was a thread a while ago in how to get around this new requirement- buy a membership from a rural range in your province for cheap. It will give you a membership card to fax and support a range while saving you money overall. I liked the plan. I'll have to find the thread....I believe it was in BC the guy was looking for the cheapest range to join and found one for $50/year....

They won't say anything... unless you have to renew your PAL that year! Then they'll give you a call and ask you to either get a membership or dispose of your restricted...

There a range i could become member to. It's 120$ a year i believe.It would still suck to only be a member for less than 6 months but pay fora full year.
 
I wonder what they would say if you sent in a membership card from a range in a different province? The range I belong to costs $45 per year. :evil:

A friend of mine has owned handguns for the past 20+ years. However, he has not been a member of a club for the past 10 or so. His PAL came up for renewal, and they would not issue him a new one since he owned restricteds and was not a member of a club. He lost interest in handgun shooting, therefore he was recently forced to sell them in order to get his new PAL so that he could go hunting this fall.
