No bill is needed. It will be done by an OIC (Order in Council).
Can anyone post a link to the energy value part. This is the first ive heard of it being a requirement

Includes their list of models, plus their two special categories (over 10k joules, and bigger than 20mm).
From what I've heard, a list was given to Trudeau to approve, so I guess its possible that he doesn't approve everything on that list but I don't see why he wouldn't as I'm sure he has no idea what rifles do/dont produce that much energy or have that big of a bore diameter (which, over 20mm is what, cannons and artillery?)

To change what is and isn't legal can be done via OIC. However, a buy back cannot, as anything requiring money needs to be done with legislation.
And if I'm not mistaken any legislation involving money is also a confidence vote? Can anyone comment to this?
The ban is by the OIC. The buyback is a separate story. It needs a legislation that is impossible until the Parliament is open again. So, the Government will give the owners of banned guns two choices: either grandfathering (with whatever conditions attached) or a compensation at a later date. That's how they present it in a nutshell. Of course, we will see some details next week or, may be, tomorrow, who knows?
