Hunting rifles are on the ban list

Is this a bill that needs to pass or does the PM just muscle the RCMP to rejig the prohibited firearms list?

No bill is needed. It will be done by an OIC (Order in Council).

To change what is and isn't legal can be done via OIC. However, a buy back cannot, as anything requiring money needs to be done with legislation.

And if I'm not mistaken any legislation involving money is also a confidence vote? Can anyone comment to this?

From what I've heard, a list was given to Trudeau to approve, so I guess its possible that he doesn't approve everything on that list but I don't see why he wouldn't as I'm sure he has no idea what rifles do/dont produce that much energy or have that big of a bore diameter (which, over 20mm is what, cannons and artillery?)

The grenade launcher under a M4 is a 40mm(blooper) . Some US have reduced this to 37mm and called it a “flare launcher”

So, the Government will give the owners of banned guns two choices: either grandfathering (with whatever conditions attached) or a compensation at a later date. That's how they present it in a nutshell. Of course, we will see some details next week or, may be, tomorrow, who knows?

I would expect an amnesty period with no action actually taken before Covid is in the rear view mirror. I wouldn't be surprised if they are announcing the ban now and restricting sales immediately, while giving owners a two year amnesty while they figure out how to "compensate us fairly". That way they can take market value a year from now and use that to determine how little they need to pay us.

Yup, and we should have clued in when they started talking about tracking our cell phones looking for "clusters." How quickly we flipped from freedom to fascism. We are not far away from a fully digitized economy, with cash gone they can track everyone's finances... and I am sure that they can come up with a good excuse, like Covid-19, for example.

I live in the blue part of Ontario, and will say, if the conservatives ever want to win anything in Toronto, they will need a leader with a personality and popularity. Scheer and Sloan aint it.
 
Take a look at all the Mini-14's getting dumped on the EE today... chill out guys, best to wait this out and see which way the wind blows.

Extremely hard time right now for a lot of folks, and to sit on a rifle that you aren't able to sell later might not be affordable. I would rather see them get sold than turned over in a buy-back.
