Exactly, and I'll guarantee that your 12 gauge doesn't measure over 20 mm"s in the bore. Key word here is "the bore", the hole cut for the choke tube is another matter all together but it isn't the bore.

I guess is comes down to the definition of bore diameter that the courts would accept.
 
Apparently the csaaa has issued a directive suggesting the sale of a number of 10s and 12s be stopped. Looks like some retailers are listening.

Wrong again. The OIC says capable of. Deliberately written that way to prevent down loading. Doesn't matter one bit how much jam you put in your home loads. If there is one factory load out there in the marketplace anywhere in the world that produces more than 10,000 joules you're hooped.

The way it's written, any gun in a calibre with a manufacturer spec below 10,000 joules but which can handle a proof load or some loony handloader's special recipe above the cut off may also be prohibited.
 
They say nothing about the measurement at the muzzle.

And it doesn't say anything about measuring it somewhere else. I'll take the legal opinion of a lawyer who specializes in firearms law over yours every day. The courts, especially our largely anti gun Liberal appointed judges, will interpret the language of the OIC as they see fit. That is unlikely to benefit gun owners.

The only way out is a clarifying amendment to the OIC. We'll see how that goes.
 
What about the receivers the 12ga choked barrels are attached to. That technically makes them prohib too. As well as all those 12ga receivers, as they could all take that choke tube barrel.

Is that not how some multi caliber bolt rifles are all prohib on the OIC?
