Since bore is not defined in law a layman definition would be used.
The bore is largest diameter of barrel without any accessories installed pretty simple.
The bore of a firearm lets you determine the diameter of a projectile that can be fired down the barrel. It’s surely the smallest diameter encountered in the barrel that’s the important bit, not the largest encountered diameter. To put another way: removing the choke and thereby increasing the diameter at the muzzle doesn’t increase the maximum diameter of a slug (or historically, a round ball) that can be fired from the shotgun, and therefore doesn’t increase the bore. (That’s assuming the term ‘bore’ can be meaningfully applied to shotguns in the first place. It can’t).
A common propane blowtorch and about 1 minute of heat will render said epoxy entirely NON-permanent.
As we all know, the issue has nothing do do with exact technical definitions or commonly understood terms in the art. It's entirely based upon the legal interpretation thereof, which may or may not bear resemblance to the same. Don't think for a second that because you consider a particular interpretation to be unreasonable that there aren't more than a few judges who are going to disagree with you. Guess who's opinion is the one that counts?

I’m not willing to risk it, no one here or in our government is giving a clear answer to the choke question, one must assume it’s prohibited until there is a change on the books. It’s now up to an RCMP officer or a conservation officer if you are stopped in the bush. Bill Blair can say that shotguns are not prohib but this deal is young, a year from now that can all change. Trudeau’s pipe dream of making Canada like Australia is insane. We border a country that manufactures the most firearms with some of the softest vetting practices, does he actually think he is going to stop gun violence in this country? He should Oic legislation to dig a canal between us and the US. That would be more effective
Why is it firearm retailers here in Vancouver decided to remove all shotguns with removable chokes off of their websites ?
I measured my 12 gauge without the choke, maximum diameter and it is 20mm. The outside of the choke, measured on top of the threads measure 20mm. Am I missing something?
