Call me silly, but a short and light bolt action 9mm rifle that took glock mags (or affordable proprietary mags with no limit) would be tons of fun at the range. Bolt gun should be reasonable for a Canadian company to make without too many hiccups either
Something like a lever action in 9mm would be a lot of fun.

The forecast ain't looking good folks. I want to be upfront and clear with everyone here so there are no false expectations. There is a very high probability that we will not see any Non-restricted FX9 carbines this year. Due to overwhelming demand in the US, and the enormous backlog of purchase orders that they still have outstanding their production cannot keep up.
Now we should be seeing a small shipment of restricted models coming in the near future, more details on these ones will follow soon. Check in with your local dealer on the restricted models, but be advised there will not be any available info on the NR versions for quite some time.
Sorry to be the bearer of bad news, but this is the reality we are currently in.

Why not negotiate a manufacturing licence with them . Any overage could be sent stateside to them to cover orders.
You could always take your chances on the Lockhart Raven 9 pre-order. It's basically a fx9 from what I see. And Lockhart is Canadian
Except they aren’t reclassifying anything to NR from restricted due to barrel length. I’ve had a rifle at the verifier for over 7 months and was told they aren’t changing classifications right now. No reason given why.
Aside from the bolt action aspect you're basically describing a JR Carbine. I have one and its absolutely awesome, and amazing for a lefty shooter. AR form factor, swappable ejection and charging handle, glock mags, 9mm, .40s&w, .45acp, AR parts (handguard, stocks/buffer tube, grips), I don't know why they aren't the most popular gun in Canada atm.
