What's wrong with the barrel? If it shoots good, I'd leave it alone. It looks nice and heavy, too.
I actually wish that the Tikka T1X barrel was as heavy as the one on my CZ 457 Varmint.
I took another look at your Anschutz and noticed how high the scope is sitting on that riser mount and BKL rings.
FWIW, I like my scopes as low as I can get them. YMMV.

The answer to both your questions are because this is a silhouette rifle.
In the first case hunter class rifles must have a tapered barrel (silly rule IMHO).
In the second most people shoot better offhand with an upright head position. Silhouette rules limit scope height to 1.5" above the receiver which is exactly where this one is placed.

Bolts smooth. Combs too low like every factory stock on the planet. Magazine weirds me out with having 2 detent positions upon removal. Mag latch is kinda hidden in there and doesn't seem great for cold weather or gloves. Well see how reality checks out.

What size rings do you have on the match pro ? (cheek riser is needed with all factory stocks)
Super easy and cheap to deal with the mag protrusion. I have never seen nor shot another factory bolt action .22 under 1000$ that is as consistently accurate with multiple different ammo types as the T1X. To say I've been blown away by the performance of my two is an understatement.

I have had a T1 for a couple of years, only issue with it is the mag. Some brands of ammo won't feed properly, Eley, and SK plus, need to pick up another mag to see if it will feed the target ammo.
