First time buying a rifle. My intended use is recreational and target practice.
I was looking at the following,
5.56 Nato
1. Kodiak W180C Gen2
2. bcl-srv2-siberian
9mm lugger
1. Ruger
2. JR
3. FX9
Questions:
1. In terms of ammo, which is usually cheaper 5.56 / 9mm lugger ?
2. which rifle is better among the 5 ? i see Kodiak gen2 is in stock and also Ruger and JR. Fx9 is not in stock in many sites that i checked
3. Along with rifles, what are the accessories i should buy and any recommendation.

If those are the only options that you are considering for 5.56, go with the 9mm options. Ruger and FX9 I have and between the two, Ruger is good to start, whereas FX9 has more of a fun factor for me and has great ergonomics/balance.
I have a WK180 Gen 1.5 - I think there are better options out there (like the X95 and the SL8)
9mm ammo is cheaper and has more options - different grains, styles, makes and models.
Ruger comes in a few configurations but if you get the popular one with MLOK aluminum handguard and adjustable stock, I have found that one a bit front heavy. But it is reliable as can be.
Accessories -
-Eye and ear protection (I'd recommend the Howard Leight Impact Sports over the ears muffs to start).
-If you get any of the above, a decent red dot would be recommended - I'd suggest a good value well regarded red dot - Sig Sauer Romeo 5.
-Probably want to get a nice gun case/range bag - I actually like the soft cases and use the Saviour brand - lots of pockets and storage and different lengths of bag - you can get it on Amazon.
-Probably a good range bag/case - I just use a 50cal Plano polymer case to bring my ammo/muffs/and then include a screwdriver, etc.
-I think this is an underrated item but get a number of chamber flags. Good for overall safety and good practice to use
-Upula mag loader for 9mm
-Extra magazines whatever you end up buying - PMAG are great - I actually don't recommend the OEM Glock mags, but that's just me
-Get some cleaning supplies - there are some universal kits you can use to start - get some patches sized for the caliber you have, and some cleaner - Hoppes 9, G96, any other CLP etc.
-I personally recommend a FAT wrench for torquing stuff down - there are lots of applications for this.
