Win 231, Titegroup would be a good place to start, not hard to find on the shelves and prices aren’t that bad when you compare to other powders.

My thought would be to do some Google fu. Indoors, 9mm at all, doesn't need to be loaded for max power and velocity. Bit of research should find you a clean burning powder, that's available where you live. Sounds like your going to burn some powder, and some powders leave crud everywhere. It gets tedious.
Titegroup, 231/HP-38, Bullseye, Universal. Buy whichever's available.
As you gain reloading experience you'll quickly learn that there is no "best" powder. I could have listed 20+ powders but your limiting factors are usually price, availability, and versatility. That's why I really like Titegroup. It's cheap, does almost everything well, and readily available (usually). Personally, I don't like really slow powders for 9mm, so Universal or there abouts is my cut-off. Some have mentioned HS-6, and of course it works, but I would never load something that slow. It would take in the area of 6-7 gr of HS-6 to accomplish what Titegroup will achieve with 4-5 gr. Again, personal preference.

There is no such thing as "the best powder" for 9mm. There are loads of different powders that all work just fine. Look in your reloading manual, then see which of the listed powders you can find / source. THAT will be the powder(s) you should choose.
You are gonna quickly discover a hard truth in the current reloading arena. You use what you can find, not what you want to use. What you want to use is irrelevant if you cannot source it.
There are a lot of reasons. Pandemic hoarding, erratic availability of components, limited production capacity (no one wants to work anymore), war, etc. It's probably going to get a lot worse despite it getting slightly better recently (dead cat bounce), especially if the Middle East conflict builds. Vista Outdoor recently sold its outdoor sporting products division to Czechoslovak Group. Why is that important? Because brands like Federal, CCI, Speer, and Remington will primarily supply ammunition for the war in Ukraine.
Another thing to consider is to get yourself a few good reloading manuals. Especially the ones put out by the manufacturer of the powder that you are going to use. Keep in mind, they made the powder, therefore they know more about that powder than anyone else.
