I went through this about 3 yrs ago. I wanted Lee to make me a custom collet die for my 6BR. They told me I would have to send them 3 cases. I explained them my case, told them where I live and that sending 3 cases could be a problem. They were adamant that they needed 3 cases. At the time I had a friend that worked at our local custom agency. I told him all the details and he said he would look into it. Later in the week he called and told me that he and his supervisor could not find anywhere where there was a distinction between 3 cases or 300 case. He then told me that if caught with no export permit the penalty could range from a simple slap on the wrist to a 5/25 K fine, being placed on a no fly list to imprisonment. I decided to go another route.
In your case maybe you could ask your die company who their Canadian distributor is, send them the cases and have them send the cases to your die company. That could be an option as I'm sure they will have the proper export permit. Hope this
