Fixed stock only if it was manufactured that way. Changing a stock on a rifle to a fixed stock, and making it under 26" will make it prohibited. (not restricted)

A good example of how dumb our regs are is the sad fact that adding length to the stock, say with a different butt pad could result in the now longer length gun becoming prohib if it's still under 26.

The difference between say a Mare's leg ( which was the first gun that I can recall being NR and under 26") is the fact that by design the stowaway has an easy barrel breakdown where swapping barrels changes the over all length.
 
I’ve been shooting one of these for 8 months now. Handloaded with CFE Black, it will match a 22 Hornet.
