For the same reason that you do.
Why are they armed?
Because their masters consider their being armed to be advantageous to disarming you.
Armed with Glocks?
Because they are head and shoulders above any double action auto pistol in shoot-ability, as well as being quite inexpensive.
Would I carry a Glock?
I could do worse, but my 1911 is head and shoulders above the Austrian plastic.
And, at my age, there is no reason for me to give up over half a century of experience with my sidearm!

I mean, outhouses still work as do buckets and dug wells, so why bother with indoor plumbing.
The 5946, when it works, is an okay gun. I like mine, but no way in hell it even comes close to a Glock for a duty gun. Beyond the fact that S&W has refused to continue making them, and parts are drying up, the Glock 45 offers all the needed modern functions, optics, rail for lights, a much much nicer trigger, and much better magazines. Anyone that has even a passing knowledge on firearms tactics understands that revolvers and old weapon systems simply do not cut it compared to new ones. Bolt action rifles and semi auto pistols are not comparable. That's like comparing a pursuit car and an off road patrol truck.
As for the Walthers, yeah, they suck. They are like sewing machines and break constantly. Every single high volume shooter I know who shoots them talks about how often springs need replacing, barrels and other parts. The 3 we had at our club all rusted to crap during the 3 weeks they were in the flood waters, and were unrecoverable. The Glocks and CZ's have some light staining and that was it. No springs needed replacing, no barrels rusted and seized to the slides, no feed ramps corroded away (although the Ruger 22 pistols did that too). As for the M&P, with S&W's constant QC issues basically no police departments use them anymore at all. Sure there are a few, but there are also a few that still allow 1911's and those are all the laughing stock of the serious agencies. Same goes for the SF guys, you might see the odd old dude, or competitive shooter dude running a custom 1911 or 2011 pistol, but most are running Glock 19s, or now, 45s. For good reason, they work, and they work well. Oh and I'm a CZ guy and I'd still pick Glock for a duty gun.

I'm surprised at the number of 2011s I've seen on the guys in Texas. I don't know if it has something to do with Staccato being a Texas business, but it's not just one or two guys.
I don't know how many police departments issue them as a duty sidearm, but it seems widely accepted as an "individual purchase" alternative.
