Yes that’s exactly what’s happening.That’s not supposed to happen. In the front receiver ring, the front screw hole should be blind, only the rear one is drilled all the way through.
If that’s what’s going on, the brass will flow up into that hole and prevent the cartridge from freely rotating as you lift the bolt.
Or, there’s a serious defect in your chamber. Get a bore scope in there and see what’s going on.

The rail came from factory .WHO INSTALLED THE RAIL? That is most likely when the barrel was damaged.
The action is perfectly fine and it is not dangerous to fire it. The worst that could happen is a 'plug' of brass blows out through the screw hole, straight up and extraction will be a problem.

When I tried to remove the factory rail the front screw got stripped out.
I had to drill a hole through the screw to get it out.
I guess I went too far … lol
Also that’s why I can’t find the rail
