Another option is the CZ527 Kevlar in .223. $975 dollars including taxes and shipping. Add a Falcon Scope 4-14x 44mm for $385. After taxes with the scope and rings you'll be just under the wire for your $1500 set up. The only problem is you'd have to wait and order both. Probably wouldn't get them until June or August.
But... that second hand Savage for starting out, with the scope included would be a great buy. Especially if you're short on funds. This would allow you to spend more on ammo, a range membership etc.

Savage Model 12FVSS .223 cal - Stainless Steel Heavy Barrel Fluted, non accu trigger, with Nikon Buckmaster 4.5-14 Mildot scope, both in excellent shape with Butler Creek Flip Up covers, and Harris Bipod 6-9inch . Glass is free or marks or scratches. I believe it is 5 years old. It was bought new and has approx 500 rounds through it. If you want the exact round count, I can get it.
Stock has been painted with granite textured spray paint and triple layer clear coat. Trigger has been adjusted to 3 lbs.
