With a custom cylinder made to be loaded with center fire like the Richardson transformation. It will be non-restricted.

It's a bit more powerful than the .38 Special, same velocities (700-800fps), but with a 185-200gr bullet, it's a lot like a light load in .45 Auto.

.455 Eley (Webley) & .44 Russian are two more "useful" calibers that instantly come to mind. Both are similar to the .44 Special and .45ACP ballistically, there's a lot of good antique calibers out there.

It should be possible to re-classify a firearm as non-restricted; is this not the same as a re-classifying a restricted M1 Carbine to a non-restricted M1 Carbine (as long as the barrel is the appropriate length). Similarly, like having all the compact pistols with extended barrels moving them from prohibited to restricted. I think as long the appropriate auth verifies the gun it should be kosher. I think a 24" bbl Glock would look really ### but hey whatever...
