Rick the the only guns stamped with Property of U.S Government are actual U.S. Government property those that are sold to L.E.A's and others are stamped M 24
The only M24s or M40s I have ever handles were 1s owned by the US military, being as M24 like M40 and all the other things M'ed the M is a military designation in the US, much like almost everything I hear about in the Cdn forces has a C prefix added to it.
With that line of reasoning, would the M24s for LE or civie use not just be designated as 700? The 700 Police line is only marked 700, no P or LTR is mentioned on the actual rifle.
My understanding is that when Uncle Sam orders something the manufacturer then has the M whatever marked on it and the "property of..." is also applied.
I may be way out to lunch here however.
Personally I think Remington is using the M designations on stuff as a marketing ploy. The M24A3 on the surface looks like the 700P, in 338 Lapua, but with the longer barrel it was supposed to come with rather than the 24" barrel it in fact did come with, and some more overpriced options.
Maybe things have changed, having been out of the loop for over 30 years now,but the M24s and M40s I used way back when were not production rifles made by Remington, they were for the most part 700s with some Winchester M70s mixed in, that were hand assembled to specs by weapons techs employed by the US military.
As I say I may be all wet on this now.
However , I can build a rifle for less $$ that shoots better than the factory produced versions that Remington advertises.
