OK...so, like....there is a smokin good article on how to build a BATF approved semi auto PPSh41 in the current US publication ShotGun News

Check it out....Its some 8 full pages in color with detailed directions

Should be street legal here in shiny Canada

I bet you a company in the Czech republic or Slovakia could make a semi without much issue, much like there own semi version of there SMG, beltfed and rifle.
 
In the absence of confirmation otherwise, I would assume that the upper would be the receiver. Builders in the US are replacing the rear portion with a new part, and welding the remains of the original barrel casing onto it, and assembling a new barrel bloc to the piece. It is unlikely that would be accepted by the powers that be in this country. That would likely be interpreted as remanufacturing a 12(2 or 3) receiver, and would be pretty much a non starter. I do not know whether any US manufacturer is producing an all new end to end 41 type receiver, or if such a thing would be exportable if it were. Forming an all new, end to end one piece PPSh receiver would be an interested challenge. The flat could be blanked out using CNC controlled plasma, water jet or milling processes. Or even whittled out by hand. But pressing and forming the resulting blank would be challenging. The fire control group and action redesign in the SGN article is to meet BATFE requirements. The rules are different here, this particular design might be overkill and unnecessary.
With any of the projects of this nature, a major challenge is acquisition of a kit, so that only the receiver and perhaps some relatively minor parts have to be scratch built, with some original ones being modified. A 12(x) prohib could be the source of a parts kit, although the price might be a bit high. Of course, some folks seem to have no trouble with export and import issues.
 
The upper is the registered part - there is a few guys making PPsH rears, and it wouldn't be hard fabbing up a barrel shroud...and using an SKS trigger group...damn - I need a PP kit now! :dancingbanana:

The method used in this PPSH build is not that different from the Bren builds in the US. While on the one hand, they are difficult to make full suto, which is what the BATF likes, they also use some or all of the original receiver, rewelded with a bar concurrently welded inside to preclude installation of the original internals. If one was to make a receiver which was acceptable to the RCMP, namely all new, then it would not be likely that you would have to go to such elaborate means on the internals, as Tiriaq mentions. As an individual builder, you would likely be waiting for a while to get your sample back from the CFC.

That said, using a setup which was acceptable to the BATF certainly helped get my SAS-3 version accepted by the lab I suspect.

Of course, there is the difficulty with trying to get kits out of the US these days. It is not that much easier getting them from other countries either, as their import is controlled by customs, and the UN rules these days seem to be followed by more and more countries. Good sources within Canada would be either dewats (although often the bolts have been butchered) or else getting a CA or FA purchased thru someone with appropriate licensing and torn down into a kit.
