I know, I know what do you mean by best. Iyho what is the most bang for your buck in a 22lr semi? Best functioning, best accuracy for the money. Limit 500 before optics. Looks not important as the we birds and critters don't care. I have a heavy barreled savage that shoots nail heads at fifty but I am tired of working the bolt and I want to buy ammo more often :)
 
New or used? I have a Mossberg 152 that hits nailheads too at 50 yards. Built in 1947 and at 60 years old functions like it was just out of the factory. Cooey 64s are accurate also for thier price range and availability. I have not tried the new guns . Very satisfied with the old girls. I am looking forward to shooting my 2 Mossy 151M rfiles (1946-47) as they are said to be a target model.

Gristle111......I just let my old Cooey 60 bolt go to a lad that admired his brothers 600. Even after 50 some years of beating the bush and expelling thousands of shells, it still leaves an empty spot .
 
Marlin 795 or Model 60. Amazing accuracy right out the box, last shot bolt hold open, cheap. I believe there selling for $189 - $279 for the SS version. I have a 795SS with 14,000 rounds and counting with minimal fail to fire's and 95% being bad ammo.

I'd have to agree the Marlin model 60, but some guys don't care for tube fed rimfires. The Remington 597 can be hit and miss as far as function, but a guy that I shot with in Sask. last year used one for the whole weekend of pretty much non stop action, never had a problem with his rifle. And they make their own big banana mag like the ones you can get for the 10/22. FS
 
I could not imagine living without a few (yes, more than one) 10/22s in the safe. But mossberg plinksters and savage 64/cooey 64s are well regarded too and can be had for a song.
