why dont you just call Canada Border services , you will get a definate asnwer from them !
It's going to be a sad day, when we lose the ability to cross the US\Canada border relatively easy, cause of a few hair brained people who can't follow some very simple rules. Perhaps the bright side will be a reduction in prostrate cancer.....
I have a question, does the border allow you to show up with these parts, and ask if they permit them across? I mean, show up at the office, ask if you can bring them across, if not, can they be disposed of/surrendered?
I am American, I have a green card = not illegal!
If you're talking about taking mags or parts from america to canada you are wrong. A green card is irrelevant in the import/export process.
You need an export license to export. Repeated for the millionth time.
Ask the guys at Buffalo gun center, they deal with Canadians all day. They know the actual law and most importantly the spirit and the actual application of the law.
I have bought from them a lot of times, never an issue. While the laws are on the books, there is no desire for the ATF or any other agency to charge Canadian lega lgun owners with buying a few parts here or there. Only issue is with ammunition, get a small game permit to allow you to posses ammo on the other side.
It seems like that would be asking for trouble. Before you buy anything you should determine whether 1. Are you legal to possess it as an alien? 2. Can it be exported? 3. Can it be imported?
I guess my advice is do your homework first!

why not go to the states and then just mail them to you here? it they get caught at the border - no skin off your sack so-to-speak ,
cannot prove it was you who mailed them to yourself.
if you get a weird letter saying border inspect. or something to that effect has a package for you - walk away.
all youre out is the cash.
all this being said, if they are pinned to 5 rounds before you mail them - I do believe they are fine for import.
