Maybe someone is already experienced with handguns (ei military or LE) and simply wants to buy one for home defence.
Or maybe someone just doesn't give a rats ass what the CFO thinks and will shoot it in the bushes.
Either way, there are plenty of reasons why someone doesn't want to join a range.
Yes, technically the so call RPAL holders that are classified as "collectors" can buy restricted stuff and obtain a short term ATT to get them home, I don't see why you can't just say you change your mind about how you plan to use your restricted stuff.

And none of those a legal reasons in Canada to get a handgun so unless you are a collector or a target shooter or happen to have one of ATC's you won't get it based on the above..
Yea, but saying you are a target shooter is enough to get you a handgun at least in Ontario. It doesn't mean one might not have other hidden reasons (god forbid home defence) for obtaining one.
