The whole point of a "Controlled Hunt" is to control the number of hunters to a total that the area can sustain. These hunts are in WMUs with high population density and along with limiting the number of hunters, they typically limit the firearms used to shotguns and muzzleloaders, so that the likelihood of errant shots entering populated areas is limited. There are often plenty of deer, so at times extra tags are issued.
I hunt 85C and do not want more hunters.
There is nothing stopping you from hunting the one Controlled zone that you've drawn a tag for, in addition to any of the other Non-Controlled Zones.
