So here is an update. I sent this email to
cfp-pcaf@rcmp-grc.gc.ca. It was sent on day 51. It is not coincidence that my PAL/RPAL was approved on day 53. Within 5 minutes of approval I had registered a rifle under amnesty.
Here's the email:
Good Morning,
I will try not to write a rambling letter, but I would like to complain.
Here is the background on me:
(This part listed many activities and accomplishments in my life that demonstrate good character. I have left them out of this post for privacy)
In my opinion the CFP (CFC) is ridiculously restrictive and bureaucratically antiquated.
The turn around times on forms, letters, correspondence, and information is laughable considering today's technologies. The standard unit of measure used and referred to is: WEEKS
The level of response to enquires, and the passing on of information is deplorable.
Two phone calls for the same inquiry as to when an additional reference would be entered into the computer: (the CFC HAS already received the information via mail - Canada Post Confirmation of Delivery)
Response A: "Call back on Wednesday and it will have been entered into the computer."
Response B (on Wednesday) : "It will be a least three weeks. Maybe two if you are lucky. SIR, we are very busy!" (LUCKY? - when did lucky become an operating procedure of the CFC?)
There was no ability be the CFC to check, look into, or have a certain estimation.
The level of help or being able to getting anything accomplished by phone is ZERO. (Mail Correspondence is worse - WEEKS and WEEKS)
There is no recourse. None.
The effort to inform an individual of problem with their application is laughable.
It took 3 WEEKS for the CFC letter to arrive informing me that 1 of my references was ineligible. THREE WEEKS to inform me. Any idea why I put an email address and a telephone number on my application other than to be interviewed? I don't know either.
I started the preparations for acquiring firearms (registered for the CFSC) at the beginning of JUNE working toward the following:
I was planning on having my boys start trap shooting (the Club starts Junior Trap sessions on the 11th of September).
I was planning on having my boys start .22 rifle shooting (the Junior Rifle is Tuesday evenings 6:00 to 7:00 PM)
I was planning on taking my boys hunting (the season opens on the 10th of September)
I was planning on starting pistol target shooting as a way to keep me youthful of mind and body (think yoga for middle aged men)
The CFC has had my application since the 10th of July. That would be 7.2 WEEKS ago (51 days). It is still "in progress".
I now have to put a signature block at the bottom of this email. I have to inform you, as distasteful as it is, I fear that by writing this email, I am not 100% certain that I will not be punished via further delays in my application, that is currently in progress. That is sad indeed - seeing that it is the RCMP I am writing to. I am also certain, that if a copy of this email complaint is to be attached to my application it will be almost immediate and not take weeks.
As a further note: Both my son's application for a Minor's License are still "in progress". Check at a latter date". CFC received them 51 days ago, and they had no paperwork problems at all.
Weeks and Weeks and Weeks continue to pass by.
