I am trying to think of where I saw this (maybe BC hunting regs) but a loaded magazine wholly or partially inserted into a rifle was considered a loaded firearm.
Same with the old trick of one round half inserted into the loading gate.

If the magazine is not in the gun, how could the gun possibly be considered to be loaded?
A side saddle is neither a chamber nor a magazine. So guess what ...
A firearm is considered loaded if there's a round in the chamber, or if there are rounds in a detachable, or tube magazine while inserted in the gun, or both.
During transport, a loaded magazine next to the gun in the same locked box is OK to go.
During storage, a loaded magazine may only be found next to a gun if stored in a SAFE or a specifically designed room for firearms storage (VAULT). Keep in mind a metal cabinet is not a safe. So you will need to trigger lock your firearms and keep ammunition in a separately locked container.
