I think I see what you're saying here... But I don't think it would be a prohib, or even restricted. There's nothing to say you can't remove the original buttstock, and substitute something else. The AR15 would count towards the overall length, and the whole thing would over 26".
I think what you would end up with is a restricted AR15 with a non-restricted shotgun bolted to it - the shotgun technically having a overall length sufficient for non-restricted status. You would need two registration certificates and an ATT to take it to the range. As far as I know, there's nothing in the Firearms Act to say that you can't bolt two different guns together.

Ahh, but I seem to recall Paul Howe (he was one of the Delta team leaders that day) saying in his book (leadership and training for the fight) that he had the Masterkey setup on his weapon. The intent wasn't to lug it around all day, in and out in an hour remember?Thats what they do in the movie we all know and love...

Several entities still buy our Masterkey, and Big Army went with the bolt action mag fed gun pictured in the first post.
IMHO your much better off with a seperate breaching shotgun with a short barrel that you can "holster" in a pouch on the vest and retain on a 1 pt sling.
