A question. Why are smaller pistols prohibited? Is it because they are possessed by evil demons and might jump off the table and shoot someone, or is it just stupid politicians who know nothing about firearms and think they are evil?
The truth is (and surprising that no one in this thread has even alluded to it) that it was a strictly numbers excercise;
More than @40% of the handguns in the registry were registered as 4" or under barrels. Adding the various .25 & .32 cartride chamberings took the total to @55+% of the total.
The "rocket scientists" of the RCMP and "in-Justice Department" thought that they could confiscate those guns from their owners and eliminate them from both the registry and the country. Unfortunately for them, the BNA and Constitution stood in their way. The creation of the full auto "Grandfather" class in 1978 showed the way. In creating the precident of seizure of property (handguns) from a substantial portion of the population it allowed them to create an ability to seize other items (bank accounts and real property).
Incidentally, I'm told that the 1978 creation of "grandfathered" full auto collectors was the first of it's kind in the world~ creating a diminishing class of individual rights ...
Dave Tomlinson (and others) saw the "loop-hole" that according to the law, barrels, bolts, cylinders ect are simply uncontrolled "spare parts"; and without a barrel a frame is just a frame, with no "bad features".
This was the reason for the massive campaign c. 1995-1998 to spread the soon to be "prohibited" handguns to as many new owners as possible.
The people who bought into this campaign and then gave up and sold out without going to the finish line (reference hearing) are the real reason that the 12.6.1 doesn't include 1995-1998 registrations. Telling 35,000 people that their rights don't matter isn't as easy as doing the same with 1,500.
