I agree that the Savage Precision Carbine would be the route to go only because it offers you a lot of what it sounds like your son wants and for a small price point. It would be easy down the road to upgrade the barrel too. Make sure you get it bedded. Hand-loading is also a good idea if you want any resemblance of accuracy. What is cool about that rifle is the 308 model has a 1:10 twist so you could easily shoot the really heavy high BC bullets.
