Why no SCAR or ACR export?

I'm sure if the deal was dead that Mark would let us know.

It's not "dead" but it may well end up that way. Time on our "approved" permit is running out... RCMP have been stalling for nearly a year on the FRT classification/examination... and more than anything else there just aren't enough SCAR's available in the US to fill our orders anyway.

FN simply isn't shipping enough SCAR's stateside to fill our orders... we've had units on order since before SHOT and they are releasing them in dribs and drabs (about 1 month).

Even if we had them we couldn't register them because the RCMP won't issue the semi-auto FRT #.

Until the export permit we have expires the "deal" is technically not dead but that may end up happening.

Anyone who wants their deposit back is welcome to do so... just send us an email and we'll cancel your order. We've told this to those that emailed us inquiring.

At this point I would say it's pretty sure that we WILL NOT get enough SCAR's to fill all of the orders that were placed by customers... but we MAY get some... assuming of course that RCMP don't classify the gun as Prohibited in which case it won't matter.

So... you can wait and take a chance... or you can cancel your order... totally up to you.

That's not all you have to worry about. The US State Dept. is inspecting all arms shipments to Canada. I had a line on a post ban configured Colt M4 Match Target. It got sent back to the US broker because the barrel was stamped 5.56. Even though there was a export permit in place. The export permit was approved before the 5.56 thing came into effect. The US State Dept. said they go by the current rules before anything gets shipped. They are also going over each export permit to make sure they match the description of the rifle because they told me a some Canadian dealers are falsifing export permits.

If both agrement (end user and export ban) come from the same department it should... I am not sure if that is the case.
If it aint they will argue with each other about who is in charge for a long time, and you might just never get an answer.

It is even worse Questar was never granted a permit to get the SCAR out of the US.

Do you just make this stuff up and say it to see what happens or do you actually believe what you said?

Either way it is factually incorrect... and I should know since I have the permit to prove it.

Whether State Department intended to approve export of SCAR 16s and 17s or whether it was an error on their part they did in fact approve a permit for us... and they are aware that the permit is approved and they have at no time rescinded the permit or amended it in any way to exclude the SCAR's approved on that permit.

They did however specifically exclude the SCAR's from the renewal permit that was submitted and approved for various other things.

Please make sure you actually know your facts before making statements like you did above.

Mark, this is CGN...you know that's not going to happen. ;)

Can you get your export permit extended? And are the RCMP aware of the length of your permit? Just curious.

New permit was approved by US State Department for a variety of FN product but it specifically excludes SCAR models.

I have no idea if RCMP know details of old permit but it would not surprise me.

hmmm... I must have remember your Insider Reporter wrong, I was under the impression you guy did a get small shipment of SCAR in your US office back in October and you guys was just waiting for the OK from the DOS to get it out of the country, sorry

To go along with this thread what about the Vector? I do believe there is a 16"/18" barrel for civilian market, has anyone heard of these in Canada?

what about an FRT #? will the RCMP issue one or not.

RCMP are taking their time. Have had a sample for quite a while based on previous posts and still have not issued FRT#. Questar's concerns stem from the fact their DOS Export permit has a "best before" expiry date if you will and if the RCMP drag their heels and the DOS permit expires then it is likely that no other SCARs will be approved for export based on Questar's experience with a subsequent DOS Export permit that SPECIFICALLY disallowed SCAR export.

Mark, I hope the RCMP issues the FRT before expiry. You deserve it for all your work for our community.

My friend has a rifle he is making (a tactical .22, but thats a different story) and he's been waiting for a couple months now for it to get an FRT....

From what he has said, there is some guy (a gun company) that KEEPS making friggin semi-auto sten gun clones and spamming the RCMP labs with sten guns he has no wish to actually produce.... This guy is massively increasing wait times because the RCMP need to test all the guns and do whatever they want to do, and they have all these damn sten guns clogging up the works.... (Ex: "Ahh this one has a slightly different pin location! Lets send it to the RCMP and have them get an FRT number for it! YAY!" then "Oh well this one has a 8.2" barrel rather than a 8.4" barrel, lets send it off to the RCMP and have them make an FRT number for it! YAY!"......)

Meanwhile, legitimate businesses like my friend, and Questar that are trying to make (and bring) new firearms to the community are being bogged down by MONTHS....

So unless this guy stops spamming the RCMP with useless junk, the wait times will continue to be 3-4-6-months to a year wait (or whatever they are at)......

Do not blame those subject to the system. We have had guns there for months. The RCMP is in no hurry, they have caused this backlog due to the new scrutiny caused by their fear of 391.

You're right, it should be like... a few days to verify a new gun and send it off. But unfortunatly its not, and we have to deal with HOW they deal with the system.

Guys sending guns in for no other reason than to say "Hey im not gonna make this, but its legal for me to own and I made it!" are hurting ourselves...

Would I love to make my own gun? god yes... and a part of me says "power to the guy for doing what he loves". But we can only work with what we have, and the term "This is why we cant have nice things" comes to mind. We ALL have to work together in this, because we ALL can get burned by it (like the long wait to get FRT numbers for guns issued)

So people should not be allowed to make there own guns? or should there be a limit to how many they can submit?

The delays are intentional, created by the RCMP concerns over Henderson and 391.
