How do "revolver" shotguns (ex. Rossi Judge Circuit) fit into shotgun plug laws?

i have a rossi 1892 that many people would regard as very high quality

Who would these people be! Lets see a show of hands please. Ive only ever owned one Rossi and it was the backpacker 12 guage. After exactly 4 rounds the metal tube that was under the barrel attached to the forend(for looks) fell off. Mind you it served no purpose but quality was about the last word on my mind.
 
I had a Rossi Single shot 12 guage, and that thing went to hell and back , got sunk with a canoe, fell out of the back of a moving truck (attached to me), paddled same canoe, and was a general work horse. The action was as tight after 4 years as it was on the first day I had it. I have to say, it was the best single shot I've ever had. I was certainly happy with it. I love these revolver rifles, can't wait to try one.
 
I can pretty much tell you right now how the RCMP verifiers will view it.

They'll see that taurus is marketing their judge pistol with a butt stock, fore grip and long barrel. They'll ignore the barrel and OAL laws that make it non restricted and incapable of being used as a pistol and class it as a variant and then say it's restricted at best.

Or they'll weld a F/A M16 onto it and say that it's easily convertable to F/A.... sarcasm over.

If you got a Rossi 92 that is good it's the early model without the added safety.Ugly wood to boot.It costs money to have them slicked up for cowboy shooting.Uberti is head + shoulders above Rossi.Chaparal is even worse............some not functioning NIB..........A Browning 92 is a whole different cat............JMO.......Harold..........a friend has an Armini revolver carbine in .357 mag and you get lovely powder burns on you supporting hand [wrist] Long sleeves and a glove for shooting I'm thinking

EDIT - Read the whole post. I have no intention of waterfowl hunting with this gun.

As we all know, repeating shotguns are limited to 2+1 shells for migratory bird hunting, and provincially as well for all hunting dependent on province. How does a Revolving shotgun such as the new Rossi/Taurus Circuit Judge, which fires both .410 and .45 colt ammunition fit into the laws? If im not mistaken, it can hold 5 rounds, and as far as I know is unplugable. If you can even get these Canada. I have no intentions of ever waterfowl hunting with one, but I believe it would be an awesome grouse gun.
