Your solution is great Dave. Next time i see deer in the back i will shoot them and leave them there ( cause i don't "own" them) that should teach the Queen for letting her animals run at large and destroy my crop. You don't get it, i don't want anything but what is right.

If grasshoppers eat your crop,let the government pay all damages.
If your cow breaks it's leg in a badger hole,let the government pay.
If wolves get your calf,let the government pay damages.
If a moose runs out in the road and gets hit by a vehicle,the government should pay all of the damages to the vehicle,and they should pay all of the hospital bills,and wages for lost time at work for the occupants.
If a bear tears up my campsite,I should be able to bill the government for all damages.
If mice chew up the wiring on my vehicle,let the government pay for repairs.
If a wasp or bee stings someone that is allergic,and they die,let the government pay all of the resulting funeral costs,and let the government look after the persons family if they were the wage earner.
When someone contracts an infection,let the government pay all expenses,because those little organisms belong to the government.
I suppose that the government even owns the viruses that are present,so let them pay when someone has a virus.
Just think of all the money that the insurance companies will not have to pay out,so as a result,they can drop our insurance rates.And we won't lose any wages when we get sick anymore,even more savings for us.
Unfortunately our taxes will go up accordingly so that the government can pay for all the damages resulting from the animals and organisms that they own.
Doesn't it make a lot more sense to just let some hunters shoot some of the animals that are eating your crop?
