Ontario Hunter Education Course for people with PALs already

I already have a PAL/RPAL and want to get an Outdoors card in case I someday want to go hunting. One of the local instructors is saying that because I never took the CFSC (I just challenged the exam), I need to get an additional 2.5 hours of firearms training from him after I sit in on the 12.5+ hour hunter ed part of his one stop course. Is this a common requirement, or do I just need to keep calling different instructors?

What would be covered in this extra 2.5 hours of firearms training?

Don't shoot yourself in the foot?? Don't know, but I would probably try another instructor. IF it is only a 2.5 hour refresher it might not hurt to sit in on.

The instructor is completely incorrect in saying that you need the firearms portion because you never did the PAL course, just challenged the test. You have a PAL, you are good to go. There is no requirement for someone to hold a PAL in order to take the hunters ed course. All that happens is that when you go to Service Ontario, they will give you an H2 outdoors card, meaning you cant use a firearm to hunt, only bows.

I took my pal and hunter at the same time, my buddy had his pal and took the hunter with me. He did not have to write any kind of gun exam but he did have to prove that he could handle a firearm with out pointing it at the instructors head etc. The instructor also explained that some firearm related topics differ between the two cources. Just my two cents...

The point he is trying to make is its a bit redundant for him to have to do a 2.5 hour hands on firearm course when you can get an outdoor card for strictly bow hunting, no PAL required.

I'm not sure about ontario but here in the belle province that would be correct.i took my rpal/pal course and got my permit.but when i went for my hunting license the wonderful quebec goverment decided that because i had{unknowing to me}only challenged the exam,i would have to retake the course on non restricted again.i argued with the woman from the minister that i already had my pal and i owned several rifles and shotguns,no good we are sorry those are the rules.In other words it's a money grab by the goverment and there is nothing we can do about it for the moment.just my frustrated experience,i sucked it up and have been hunting ever since.

try and do the same months later,,,,,,I don't know the exact cut off, but there is one, and you will need to do the extra hours

there is a requirement of hours one has to have, and if not met, the hours are tacked on

Any instructors here care to chime in, is it a regulation, or is it up to the instructor to enforce this

Please note that while the firearms courses can be challenged, the Ontario Hunters Education Course cannot be simply challenged. Arrangements can be made for students requiring a stand-alone hunters education course.

I did the same thing. I did however go through the firearms stuff in the class with everyone else...just didn't bother with the testing. i think they only charged me for the hunting portion.

I've been browsing the government site, and as far as I can tell you only need to pass the hunter ed course once you have a PAL.

(2) To obtain a class H1 outdoors card, an applicant must submit,
(a) an examiner's report indicating that the applicant has passed a hunting licence examination between January 1, 1968 and December 31, 2005 under section 12 or a predecessor of that section;
(b) an outdoors card issued to the applicant before January 1, 2006;
(c) a resident hunting licence issued to the applicant after January 1, 1968 under subsection 2 (1) of Regulation 500 of the Revised Regulations of Ontario, 1990 or a predecessor of it;
(d) a class H1 outdoors card issued to the applicant after December 31, 2005;
(e) a class H2 outdoors card or a class A2 hunter apprenticeship safety card issued to the applicant after December 31, 2005, or an examiner's report indicating that the applicant has passed a hunting licence examination after December 31, 2005 under section 12, and a document issued by the Government of Canada proving that the applicant has successfully completed any tests that form part of the Canadian Firearms Safety Course or has met the criteria for a possession and acquisition licence or a minor's licence under the Firearms Act (Canada);
(f) an examiner's report indicating that the applicant has,
(i) passed a hunting licence examination after December 31, 2005 under section 12, and
(ii) been issued a document by the Government of Canada proving that the applicant has successfully completed any tests that form part of the Canadian Firearms Safety Course or has met the criteria for a possession and acquisition licence or a minor's licence under the Firearms Act (Canada);
(g) a hunter apprenticeship safety card issued to the applicant before January 1, 2006;
(h) a class A1 hunter apprenticeship safety card issued to the applicant after December 31, 2005; or
(i) a certificate of the Ministry indicating that the applicant was issued a document referred to in clauses (a) or (c). O. Reg. 600/05, s. 3 (1).

However, it goes on to say that to challenge the hunter ed course exam, you must produce evidence of having taken the hunter ed course that the Ministry has approved. The details of the course curriculum don't seem to be on the Ministry website, unless one of you is a better googler than I am.

I found one hunter ed course site that says that the one stop course omits the lesson plan to do with firearms since it is covered in the firearms portion of that course. Presumably the instructor I talked to is saying that he has to augment this one stop hunter ed portion with the lesson plan for that firearms portion. This, of course, makes no sense whatsoever since a PAL holder is likely to have been examined on this material already, but would be typical of government.

I'm going to try and get the exact course content and requirements from the Ministry.

What does the course cost (Ontario) and once the course is done what other fees are there? Can the exam be challenged and the classroom bit skipped?

You do not need a hunting license to target shoot on crown land.. just don't be in hunters camo stalking around the forest, lol.

Ontario Hunters Education Course

This course will allow students to study hunter ethics, wildlife identification, provincial hunting laws, bow hunting, and survival. First aid will also be discussed but full instructions are encouraged through your local providers.

Mandatory hours assigned to courses and testing procedures will be adhered to without exception as per the guidelines of the province and federal teaching systems.

Non-Restricted Course, Exam and book $142.
Restricted Course, Exam and book $102.
Combined fee for both courses $244.
Hunting Course $140.

Please note that while the firearms courses can be challenged, the Ontario Hunters Education Course cannot be simply challenged. Arrangements can be made for students requiring a stand-alone hunters education course.
Out of Province and out of country hunters that provide valid proof they have passed a hunters course or possess a valid hunting license can challenge the Ontario hunting test once for $40.
A test can be booked for any date a course is offered.

Just as a followup to the thread, I ended up attending one day of the one stop course, plus a seminar the next night on PROVEing the various actions.

If anyone from OHEP is reading this, I would respectfully suggest that this extra firearms training is redundant for anyone who already has a PAL, and represents an abuse of their time. It does nothing to engender respect for the process. OHEP should respect that the federal government has properly examined people like me and not put superfluous obstacles in the way of issuing hunting licenses.

I have read that there are only 1/3 the migratory bird hunting permits issued these days compared to a few short decades ago. I think I know why.

I did my hunter education course back in June. I never took the CFSC - I challenged the exams and passed just like you and have had my PAL/RPAL for years. Call another instructor.
