Legal to import as far as Canada is concerned but illegal to export as far as the Americans are concerned.
You can declare it to the CBSA without issue but if the Americans catch you in an exit check you will get smacked.
Remember also that the Yanks will keep an eye out for Canadian plates at gun shows and stores near the border. I wouldn't chance it.
It's not like few years ago US is the only place for cheap NC ammo. Now Canadian dealer sells bulk non-corrosive M43 for 219$ free shipping. No point to risk it.

Reloadable in bulk? Highly unlikely. There is just no one out there making such stuff.
There areat least three Manufacturers of Military 7.62x39 that's on the surplus market I know of. Sako,Lapua,and Privi are using brass cases.
