The rail is not centered to the bore. Where you at? I have a jig that centers it to the bore of the rifle. If you're not in BC and dont mind sending it to me i'll take care of it for you

I thougt the new taper screws were supposed to solve this?

It could also be a ring or scope mounting issue. Do you have another optic/rings to try it with? Are you using good rings tightened properly?

On mine I mounted a XTR scope in ARMS rings. Windage was dead-on! Could be luck but I think it's a proof these 3 manufacturers know how to make something straight!
 
I used a torque driver to 15in/lbs on my ARMS 22 low rings. Seems like a scope issue to me. Or to make sure it's not you, you could try another shooter.
In the optic forum you may get better ideas.

I got an ARMS 22 rings (low).
I think it's pretty tight. I'm afraid to tighten it further.
As it is right now, I sometimes get the "haze"; but it could me my astigmatism...
I had put on a Springfield Armory Government model 6x40mm scope in summer, but I don't remember what the result was. I got tighter group on it, I think, and that's why I contacted Korth to send the scope out for check up.
