Does buying powder requires PAL?

Southern Ontario here... I've always been able to buy everything I needed to reload before I even had my PAL, but could never buy pre-made ammo.
I can't speak to the mag as I've never bought a single one, but I thought you had to have a PAL for that... apparently not.
Whenever I'm unsure, I call the CFO and ask them. We pay for it.
In your case, I would ask them to put it in writing for you.
I'm guessing your store has electronic inventory... if so, perhaps there can be a "conditions" note attached to items in stock to address such questions.
