Submitted LTATT application by fax June 5
Submitted transfer/STATT by phone June 27
Received both STATT and LTATT on July 13 by mail.
I spoke to a buddy who just completed a private sale locally. He showed up at the CFO's office and got his STATT to pick up his gun within an hour.

On Tuesday I emailed cfp-pcaf@rcmp-grc.gc.ca to check the status of my LTATT (requsted on July 3). They emailed back today and said I'd have to call 1-800-731-4000 ext 9530. I called that number, and after getting disconnected twice and a busy signal once, I got through.
The person said that she had no way of knowing if my club membership was received. She also had no idea of how long it would take to process my request. She did say they were working on requests from the last week of June.

That sounds like perhaps they're starting to cut down on the backlog? Maybe just wishful thinking!
... last week I read a post that mentioned they were working on applications from May 20th. Thats just about a 1 month swing ....
... I'd be concerned that it is wishful thinking. However, if this turned out to be true, I'd be thrilled.
***Both the store I bought my firearms at, and the range I visit have commented that this is traditionally the slower time of year for them. Then again, they've noted that it has been notably busier too.
I just got my ST & LT ATT on Thursday after my first restricted purchase on June 22nd.
Here is the response I got today regarding my LTATT. Can't believe it is taking so long. Got provincials coming up this weekend too.
At this time, LTATT processing is taking approximately 6 weeks as we are currently working on applications received on*June 19, 2012.

I applied for my LT ATT (along with the private transfer of two pistols) on June 21st, the papers arrived in my email on July 27th.
This bugs me even more. They won't approve any transfers until after you wait your six weeks, which means you have to wait an extra 1-2 weeks for the registration papers to be mailed (because most LTATTs require you have have the registration papers in order to transport the gun).
So, sorry for the question here.
If I buy my handgun next week on thursday, I can get a short term authorization to transport to take my firearm home relatively quickly? Like say 1-2 hours? Then when I get home I should fill out my LTATT form and mail it or drop it off at their office in SURREY BC and it will be 6-10 weeks to be approved?
I just want to make sure if I buy my firearm I can take it home same day... I don't need to shoot it or anything right away,
I need to work on my trigger pull, familiarization, reloads and assembly / dissasembly.
I'll stockpile ammo and spare magazines on the paydays that pass until I can go to the range
Second question, I told the RCMP during my restricted phone interview that I was interested in IPSC and that I wanted to do competetive shooting, the fact that I am not YET* a range member shouldn't come into play right? Because to enter into shooting competitions and events you do not need to be a range member.
*I am joining Abbotsford fish and game club on the 11th hopefully.

Everything you say is logical and fits within the requirements of the Firearms Act. But, no you can't do what you have described.
The BC CFO will not approve any restricted transfers unless you have an LTATT. This is just a policy; it is not part of the Firearms Act. In theory there could be a court challenge on this. AFAIK the CFOs are only given authority to reject applications for "any reasonable grounds." They don't have the authority to delay applications for "any reasonable grounds." In addition, I suspect that a well argued court challenge would agree that the CFO's argument that "you can't take it to the range so you don't need a transfer" is not reasonable grounds. As you pointed out, there are legitimate uses for a restricted firearm at home (i.e. practicing without live ammo and cleaning). But until this court challenge happens, the CFO will do as she pleases. (Side note, according to the Firearms Act, the CFO is innocent until proven guilty. The burden of proof is explicitly on the firearms owner.)
The same thing goes for the range membership. The BC CFO will reject any LTATT request if you don't have a range membership. Again, I don't think there has been a court challenge on this. Obviously it is possible to only shoot in competitions or to pay a drop-in fee every time you shoot. I think a well argued court challenge could also have this policy overturned.
My suggestion is that you join a club and apply for your LTATT ASAP. If you are up for a court challenge, then please do it. Post the details on this forum, and I'm sure you will get some support.
This is good to know. I remember reading a discussing on CGN about this a few weeks ago. What I got out of that was that different LTATTs had different fine print. Some required the physical registration certificate; the emailed documents were not sufficient. When people called the CFO offices, they would get a different answer each time.
And of course just because you are following the rules doesn't mean that the LEO who stops you will know the rules.
I only received my ST-ATT, LT-ATT and Buyer Transfer Notifications by email. I'm still waiting for the actual Registration Certificates. Hopefully some time this week so I can get in some range time with my new toys.
I would be 100% down for a court battle, however; my bank account isn't behind me on this one.
