I also think that making a rivet with a steel pin of appropriate size can be quite easy. Riveting 1 end,installing through the locking lever and the receiver and rivet the outside to finish.Hes talking about this part:

Which you are not going to want to spot weld, otherwise you will not be able to get the trigger and sear pins out. I would suggest drilling it out and replacing it with a small allen screw that you loctight.

how about using a regular small rivet to holding the locking "T" plate in place ?

Thanks gentlemen. This seems to be above my pay grade. I live in an apartment, I have very few tools, no vise, no experience with making rivets and such. It looks like it's going to the gunsmith after all.
This part has been the cause of all the problems I've had with this rifle. It's gotten so loose I can move it out of locked position by shaking the rifle.
