Someone correct me if I'm wrong, but I would think that the number would be a serial number for the badge itself. Much easier to do it like that, then register each badge as it was issued.
I'm with smellie on this one. While the number is the same, it is just a coincidence. It would have been a very difficult task to specifically number thousands of small pins and then distribute them to the vets. I know that the WWII ones are serialized and those numbers do not match the vet's regimental number. As far as I know, there is no easy way of finding the identity of the original owner.
