Have you cleaned the gun yet? Plenty of online YouTube tutorials on how to do disassemble it carefully. My 795 runs like a top, but open-up the gun and have a look. A few things to look for;
1. Inside, top of the receiver is painted black, and LIKE the beloved 10/22s...this paint is likely to flake-off with time. I scraped-off what looked loose..then used a scotchbright pad to smooth-out the rest.
2. Look for any scoring/scratching on the inside of the receiver and if any is present, examine your bolt and charging handle and see what's causing it.
3. Inspect the recoil spring and recoil spring guide (rod) and make sure nothing is hanging-up. Make sure when reassembling that the rod seats properly in the little detent in the receiver. The spring should be straight/no kinks and the guide rod straight and very smooth.
In other words...it sounds to me like your bolt isn't reliably/easily traveling back and forth as the gun cycles. I'm assuming you're 100% sure it isn't the magazine (you've tried others?) or weak/inconsistent ammo. A 795 should function with standard velocity ammo, but real garbage/inconsistent ammo could be the cause.
