As someone from South America who knows the costs of living in such countries I will have to ask you where are you getting this information from?
You are thinking from a North American mind set and while wages are probably lower than North America, cost of living is the same or sometimes more expensive than North America. Your math is not correct.
With that being said,I would like to add: I am pretty confident that the quality and materials used on this firearms are probably of a VERY good quality in order to compete with other local brands at lower prices. Cost will have to justify an amazing piece. It does not make any sense otherwise.
It is hard enough for a South American company to get into a different market. The fact that they will be offered to a market of a few million people is a big deal for them. Chile is a very small country. This could make a difference for them, how they make it is up to them. I hope they do a good job! Those SAFs look amazing.

I would agree from what I have seen. I looked at a couple SAF that were on sale for $1800. Very tempting. But it clearly wasn't even a distant second in finish to my Swiss rifle. It looked like stuff was welded and then spray bombed. It was very noticeable and definately detracted from the firearm. If it had been even close to Swiss quality I know I would have been weak.
One other point. These are cool firearms but I hope the expectations for the 308 are realistic. I would be expecting battle rifle accuracy. IE M14 non worked on accuracy. It's basically a FN FAL replacement rifle. Only with perhaps Norinco finish.
I'll have to see when the 308 rifles hit the shelves. But from what I've seen the price seems fairly high for the lack of finish on them. I'm sure they will work well but I was a bit surprised by the finish. When I have a Swiss sitting in my safe it makes it even more obvious. Still tempting but there are some things to consider. I don't see the US market being particularly kind to the price and finish of these products.
I've been really happy with my Mini SAF. Build quality is very good. Finish is not as good, but still acceptable. Reliability has been excellent. If the fact that these will be available in the US means that I'll be able to get more mags, then I hope if works out! Four pinned 5-rounders is just not enough.
