And the concern raise was "less accurate copied will not be captured by the regulations" Which can be interpreted anywhere from having similiar operating mechanism, share similar AR-15 accessories to any black center-fire rifle.
ie If scar wasn't banned due to ability to take machine gun lower, they could've gone after it's arms of operations or trigger mechanism as variant of AR-15

Our problem, and one of the most pressing issues that needs to be addressed, is that the verification lab themselves makes the determination of what is a "variant" and what "easily convertible" means.
I'm sure there's a genius mechanic/engineer who can "easily convert" a Honda Civic into an ultralight fixed-wing airplane. Just because it's easy for him doesn't mean 95% of the rest of the population would consider it easy.
