Seconded.If I had to guess, I'd say it's Lake City brass/ammo. And, the numbers represent the manufacturing years.

yes, the military sells them as scrap on the condition they be destroyed (pulled-down) then the parts are reloaded into ammo.So any surplus brass was reclaimed from assembled rounds? Don't want to seem obtuse, just don't know the facts.

Technically, no. When 30.06 was replaced by .223/5.56 as the US military battle rifle round there were likely millions of 30.06 casings that went to the civi market, or worse, scrap.....
