I tested many rifles , reload a lot of weights and powder types , I do only 308 ,
So far PGW Coyote without any modification is pretty close with 147g FMJ-BT , 43.1gr IMR 4895 Lapua brass , shoots .30 MOA all day long.
I keep buying testing and selling many bolt guns , Rem 5R stainless with custom trigger ,reload ammo , got .44 MOA ,
Ruger bolt action 308 , reload ammo .60 MOA approx
AI AW or L96 way too expensive to touch and test , like a Porsche .
my focus is on 308.
I'm planning to buy and test CADEX 308.

Nope. I have had one for years (bought it new) it could rock out in the .3's and .4's with the original barrel but it is not going to spit out 1/4 moa groups "all day long".
In 2014 I bought a AIAX, within the first 10rds from that rifle I shot a 0.15" 5 shot group at 100yds using 175smk, fed brass, fed match primer and 44.0gr Varget. This was prone with bi-pod and rear bag. Over the next couple years I never was able to replicate it although I had several groups that were sub 0.25 MOA.

To the op- for the money you have spent on testing multiple rifles you could have had a custom built by a very good smith. A slow twist barrel, combined with the bullets winning in sr benchrest at the momment and then got a scope thats capable of holding zero that well. Nevermind factory anything. If you want consistent .25moa @100y you are outside what any factory rifle will do, and you will be into some serious handloading prep work.

Yes I remember seeing the factory groups with the 40X's at Barotto's in the 70's... .222's with groups under .250...

There are few commercial bullets which are capable of true .25 moa accuracy. To be clear, a .25 moa rifle , to me, is a rifle can be counted on to produce a .25 moa five shot group ON DEMAND. Not every once in a while; anytime. A rifle which shoots a group of .22 moa then follows up with a .4 is not a .25 rifle. There have been some factory 40X-BR rifles which were true .25 moa rifles but not too many.
