It is not required by law, just there own policy.
Gun ownership has enough bulls**te to deal with , i don't feel dealers need to add to the layers of nonsense
Sort of like providing your drivers license to buy car parts
Have you actually contacted Mark at Questar?
Since they sell firearms on their website, it is just easier to have your RPAL with you contact info all together, so they can streamline the ordering process, if you don't want to give your RPAL just enter bunch of zero's or ones.
Mark also have stated a few times that, if you don't feel like giving your RPAL number there are ways around that like calling them direct or via email, don't just assume you must give your RPAL to buy from them.
All sponsoring dealers are a very accomodating when it comes to special requests but only if you actully let them know about it
