If you plan on doing 3 gun, you will want the 16inch. This will allow for the longer handguard for stabilization during the match as you will be able to reach your hand further down the rifle.

Second to the above. It is difficult to paddle faster with a paddle that is too short, but a short paddle is good for portaging though.
