If you can, sandblast the frame for best adhesion.

Any other options than sandblasting? I don't have access to a sandblaster
Check out Princess Auto, you might be able to get a portable one there cheap.

Actually, by the frame serial number: 1606254...... makes it a 1944 Remington Rand manufactured frame. Remington Rands also had the same "FJA" inspector's initals.

Looks like remnants of an "ANAD" [Anniston Army Depot (Anniston, Alabama)] arsenal refurb stamp under the serial number as well for the 'rebuild'.
