Depends on where you are and shoot. NRA, DCRA, even them down under, all have this spelled out in their rule books. I have a few of the rule books on the SPRA website.

DCRA classifications break downs are as follows;
Master ave score of 4.7 out of 5
Expert is 4.69 to 4.4
Sharpshooter is 4.39 and under
Greenshot is a new unclassified shooter until they are classified
The following is from the NRA F Class Rules book on F Class levels for classification
Table III
Individual F-Class
High Master............................................ .... 98.00 and above
Master............................................ ................ 96.50 to 97.99
Expert .................................................. .......... 94.00 to 96.49
Sharpshooter...................................... ............ 91.50 to 93.99
Marksman.......................................... ............... Below 91.49
In the US, you are to use whatever classification you have that is highest, so if you are a Mid Range High Master, and LR Master, you are to use the HM classification! Both these, MR and LR are Individual fire, not pairs fire and why you use whichever is higher. The US system actually does has 3 classifications, MR, LR (both via sting fire) and a FullBore ( via pairs fires, yes they do pairs fire in a few shoots)
BTW, it is easier to score these higher figures with a decimal target (10 vs a 5), just do the math on a 2+15 and drop 3 points for both a 5 and 10 bull target..
5*15-3=72/75=96% or a 4.8 average (72/75*5)
10*15-3=147/150=98% or a 9.8 average (147/150*10)
Both cases lost 3 points but DCRA is 96% and the NRA is 98%
